Dr. Indraneel Mandal, Management Faculty of I.T.S Ghaziabad, attended session organized by ICRIER at the Juniper Hall of the India Habitat Centre, Lodhi Road. The session was organized for the launch of its report on internet blackouts and their economic impact in India.

The session was initiated by Dr. Rajat Kathuria, Director and CE, ICRIER, through his welcome address. He went on to describe various salient features of the report and the work involved in its preparation.

The dignitaries assembled on the stage included Rai Mahipat Ray, District Magistrate, Collector and Deputy Commissioner, Ranchi, Jharkhand; Rajan S. Mathews, Director General, Cellular Operators Association of India; Raman Jit Singh Chima, Policy Director, Access Now; and Sanjeev Bikhchandani, Co-Founder and Executive Vice President, Info Edge.

Dr. Kathuria joined these dignitaries in unveiling the report before the gathered audience, which kept swelling up in numbers with the passage of time.

During the panel discussion Mr. Ray talked about his experience of calling for a 36 hour internet blackout during a riot like situation in Bareilly. Mr. Chima provided the voice of civil society, holding up examples from around the world, and offering suggestions on how to minimise such occurrences and how to deal with the fallout if something like this happens. Mr. Mathews spoke from the viewpoint of mobile companies, musing that they are often involved only at the last moment to play the role of a fire fighter. Mr. Bikhchandani dealt with the impact on entrepreneurs, falling back on his immense experience at Naukri and other such startups.

The long but enlightening discussion was followed by a Q&A session with the audience, which turned out to be very lively and most thought provoking.

The entire experience was an eye opener about internet shutdowns, the impact of fake news, privacy matters and the future of technology.
